Simplified export permits for military and dual-use goods in Ukraine

Since January 2026, Ukraine has simplified the procedure for obtaining permits and conclusions for international transfers of military and dual-use goods carried out under international agreements of Ukraine.

The simplified procedure applies where an international transfer of goods is carried out on the basis of an international agreement of Ukraine that expressly provides for such transfer and specifies:

  • the goods to be transferred;
  • the exporters, importers, intermediaries and end users of the goods;
  • the obligations concerning the end use of the goods.

Under the new rules, the key export control review is carried out at the stage of preparation of the relevant international agreement of Ukraine concerning such goods.

At the same time, the period for obtaining permits or conclusions for specific international transfers is limited to 15 days.

At the first stage of the simplified procedure, the draft international agreement is subject to prior approval by the State Export Control Service of Ukraine (SECSU). After such approval, the key provisions of the draft, in particular regarding the goods, exporters, end users, end use or guarantees, may be amended only with the consent of SECSU.

Following review of the draft international agreement, SECSU informs the initiator whether the document complies with Ukrainian export control requirements. If confirmed, the agreement enables permits or approvals to be issued for specific international transfers of goods under the simplified procedure.

Once the relevant international agreement enters into force, the designated company concludes a foreign economic contract for its implementation. A copy of such contract must be certified by the agreement initiator.

To obtain a permit or conclusion for a specific international transfer within the framework of the international agreement, the following must be submitted to SECSU:

  • an application for a permit or conclusion (in the prescribed form);
  • a copy of the foreign economic contract concluded for implementation of the relevant international agreement, certified by the agreement initiator;
  • guarantee documents, where such guarantees are not provided for by the international agreement;
  • a copy of the relevant international agreement.

The set of documents is submitted through the user account in the Export Control Information and Communication System available on the official website of SECSU.

The review period in such cases is 15 calendar days from the date SECSUreceives the complete set of documents.

The introduction of the simplified procedure does not abolish the obligation of companies to undergo state registration as entities authorised to carry out international transfers in accordance with the procedure established by law.
