New restrictions and return of adaptive quarantine in Ukraine

On 17 February 2021, the Cabinet of Ministers of Ukraine decided to return the adaptive quarantine from 24 February and extend the national quarantine until 30 April 2021 (Resolution of the Cabinet of Ministers of Ukraine No.104).
Depending on epidemiological situation throughout Ukraine or in individual regions, a “green”, “yellow”, “orange” or “red” level of epidemiological danger of COVID-19 spread will be set. This information will be published on the website of the Cabinet of Ministers of Ukraine and the Ministry of Health of Ukraine.
“Green” level
Green level will be set simultaneously throughout Ukraine in case:
- incidence of influenza and acute respiratory viral infection in at least 13 regions of Ukraine does not exceed 50% of the epidemic threshold established for the region;
- COVID-19 infection detection rate is less than 5%.
“Yellow” level
From 24 February 2021, a yellow level of epidemiological danger will be set throughout Ukraine. Accordingly, among other things the following prohibitions and restrictions will come into force:
- Foreigners and stateless persons are prohibited from crossing the state border of Ukraine without an insurance policy that covers the costs associated with the treatment of COVID-19, observation, and is valid for a period of stay in Ukraine;
- staying in public buildings and places, public transport without respirators or protective masks covering the nose and mouth is prohibited (wearing respirators or protective masks covering the nose and mouth while in public buildings and places, public transport is obligatory);
- staying outdoors without identity documents is prohibited (having IDs at all times while outdoors is obligatory);
- leaving places of self-isolation and observation without permission is prohibited;
- work from midnight to 7 a.m. for business entities providing catering services (restaurants, cafes, bars, snack bars, canteens, cafeterias, buffets, etc.), apart from the catering services with targeted delivery of orders and takeaway orders;
- work of gyms, fitness centers limiting the number of visitors in a training room to one person per 10 square meters of its total area, swimming pools if there are not more than four people per lane for individual lessons or six people for sports and training groups;
- work of accommodation services facilities is prohibited (except for hotels, sanatoriums, social services facilities, rehabilitation facilities for adults and children with disabilities, as well as inpatient departments of primary and complex prosthetics of prosthetic and orthopedic enterprises managed by the Ministry of Social Policy);
- limited regular and irregular transportation of the passengers to the number of seats in urban, suburban, intercity, intraregional and interregional transport.
“Orange” level
Orange level is a warning level that is introduced in a presence of one of the following signs due to aggravation of the epidemiological situation in the region:
- exceeding the epidemic threshold for the incidence of influenza and acute respiratory viral infection;
- the occupancy rate of medical oxygen beds in health care facilities for hospitalization of patients with confirmed cases of COVID-19 is more than 65%;
- the number of PCR tests and rapid tests for coronavirus antigen during the last seven days per 100.000 population is less than 300;
- the number of hospitalized patients with confirmed and suspected cases of COVID-19 during the last seven days per 100.000 population is more than 60;
- COVID-19 infection detection rate is more than 20%;
- the rate of the total number of hospitalized patients with confirmed and suspected cases of COVID-19 during the last seven days compared to the previous similar period is more than 50%.
All restrictions of “yellow” level also apply to “orange” level, but in addition, the decision of the regional commissions on technogenic and environmental safety and emergency situation may impose expanded control measures to monitor compliance with quarantine measures.
“Red” level
Red level is set in the region if there are two or more of the following signs for three consecutive days:
- the occupancy rate of medical oxygen beds in health care facilities for hospitalization of patients with confirmed cases of COVID-19 is more than 65%;
- the number of PCR tests and rapid tests for coronavirus antigen SARS-CoV-2 during the last seven days per 100.000 population is less than 300;
- the number of hospitalized patients with confirmed and suspected cases of COVID-19 during the last seven days per 100.000 population is more than 60;
- COVID-19 infection detection rate (according to PCR tests and rapid tests for coronavirus antigen SARS-CoV-2) is more than 20%;
- the rate of the total number of hospitalized patients with confirmed and suspected cases of COVID-19 during the last seven days compared to the previous similar period is more than 50%.
In the red level regions, the following prohibitions will come into force in addition to the restrictive epidemic prevention measures imposed by the “yellow” and “orange” levels of epidemiological danger:
- reception of visitors by business entities providing catering services (bars, restaurants, cafes, etc.), apart from the catering services with targeted delivery of orders, takeaway orders and airport catering services;
- reception of visitors in shopping and entertainment centers;
- reception of visitors in other entertainment facilities;
- reception of visitors in gyms, fitness centers, swimming pools, apart from athletes of the national teams of Ukraine and their coaches with appropriate sanitary and epidemic prevention measures compliance;
- work of catering facilities and food stations in hotels from 11 p.m. to 6 a.m. of the next day, apart from room service.
