Remote application for payments to relatives of foreigners in the Ukrainian military
On 24 September 2024, the Ukrainian government adopted Resolution No. 1090, which amended the procedure for payments to wounded soldiers and families of fallen soldiers. To implement this resolution, the Ministry of Defence of Ukraine has developed an algorithm that regulates remote payments to the families of foreign citizens who were killed, missing or taken prisoner while serving in the defence of Ukraine.
The established algorithm provides step-by-step instructions for receiving financial support and other payments.
In order to receive all payments, family members of foreign citizens who were killed (died), went missing or were captured while defending Ukraine must come to the Ukrainian Embassy at their place of residence to be identified and verified as having legal capacity.

After that, a power of attorney must be issued to their representative in Ukraine from among persons with Ukrainian citizenship (a lawyer or other representative) authorising him/her to submit a package of documents to the territorial centre for recruitment and social support and to open an account in a public sector bank of Ukraine (among such banks are JSC Oschadbank, JSC Ukreximbank, JSC CB PrivatBank, JSC CB Ukrgasbank, JSC Sens Bank). The power of attorney is required to open a bank account and perform banking transactions after the funds are credited to the account.
After visiting the embassy and issuing the power of attorney, the following set of documents should be prepared:
- an application in Ukrainian for financial support (a sample is provided) – in case of death;
- funeral allowance (in case of death);
- a copy of the death certificate of the soldier certified by the military unit (in case of death);
- certified copies of documents confirming family ties with the soldier (marriage certificate, birth certificate of a child, birth certificate of the soldier);
- copies of identity documents of the family member;
- copies of documents certifying registration in the State Register of Taxpayers (for tax reporting);
- consent to the processing of personal data (in the Ukrainian language);
- other documents, if available.
The aforementioned package of documents, together with powers of attorney, shall be sent to the representative in Ukraine.
Upon receipt of the documents, the representative opens an account in a Ukrainian public sector bank and submits all the documents to the military authority of Ukraine that maintains military records and carries out mobilisation of the population, or to the military unit, which is the last step for the processing of the relevant payments.
