DLF Advises Schwihag AG on the SECO Project for the Restoration of Ukraine’s Railway Infrastructure

On 26 January 2026, the Swiss State Secretariat for Economic Affairs (SECO) signed a Memorandum of Understanding (MoU) on the implementation of a railway infrastructure project in Ukraine involving the Swiss company Schwihag AG in cooperation with JSC “Ukrzaliznytsia.” The project was selected within the first Call for Proposals for Swiss Companies in Ukraine, implemented by Switzerland as part of its long-term support for Ukraine’s recovery.

DLF attorneys-at-law acted as legal counsel to Schwihag AG on matters related to the preparation and execution of the respective Memorandum of Understanding and continue to provide legal support for the implementation of this project in Ukraine.

The project is financed under SECO programs that combine Swiss public support with private sector participation. This model entails strict requirements regarding the financing structure, transparency, reporting, and compliance with the national legislation of the country where the project is implemented.
These aspects constitute a key part of the legal support for such initiatives.

Within the framework of this cooperation, DLF provides legal support to Schwihag AG on the following matters:

  • structuring the implementation of the project in Ukraine in compliance with SECO requirements;
  • interaction with Ukrainian counterparties;
  • coordination of legal terms;
  • further support in the event of regulatory and tax issues.

The signing of the Memorandum is an important step toward the practical implementation of the project and confirms the readiness of international partners to invest in the sustainable reconstruction of Ukrainian infrastructure. At the same time, it demonstrates the growing role of private companies in international technical assistance projects and the need for comprehensive legal support for such initiatives.
